How to Become a DOT SAP in Illinois

Becoming a DOT Substance Abuse Professional is one uniform federal pathway, set in 49 CFR §40.281 and applied the same way in every state. What is specific to Illinois is the underlying clinical credential — the license or certification you earn through the boards below to satisfy the §40.281(a) requirement before you complete SAP qualification training and pass the national exam.

TRACK A

Addiction-counselor certification (the DOT counselor path)

This is the path that satisfies the §40.281(a) “drug and alcohol counselor” category, which DOT accepts only through a NAADAC-, IC&RC-, or NBCC-affiliated board. In Illinois that credential is:

Certified Alcohol and Other Drug Counselor (CADC)

IC&RC-affiliated: Yes

Issuing board: Illinois Certification Board (ICB) / Illinois Alcohol and Other Drug Abuse Professional Certification Association (IAODAPCA)
Education requirement: CADC: 225 clock hours of ICB-approved substance-use education (including ethics and the IC&RC performance domains) plus a supervised internship. Confirm current requirements at iaodapca.org.
Supervised hours: Supervised practical experience via internship/work in the 12 core functions; exact hours are set in the ICB CADC credentialing model — see iaodapca.org.
Required exam: IC&RC Alcohol and Drug Counselor (ADC) examination
Also accepted: IC&RC member board (ICB). DOT also accepts NAADAC and NBCC credentials directly under 49 CFR 40.281.

TRACK B

State clinical license

DOT SAP counselor path in IL is the ICB/IAODAPCA CADC (IC&RC ADC exam). The other four SAP-eligible categories are ordinary IL state licenses, all issued by IDFPR (a single umbrella agency, not separate boards).

Other SAP-eligible boards in Illinois

You do not have to be an addiction counselor. Any one of these Illinois boards licenses a profession that satisfies one of the other five §40.281(a) SAP credential categories — physician, social worker, psychologist, employee assistance professional, or marriage and family therapist.
