DOT SAP Requirements by State
Becoming a DOT Substance Abuse Professional is one uniform federal pathway, set in 49 CFR §40.281 and applied the same way everywhere. What changes by state is the underlying credential you must already hold to qualify — the addiction-counselor certification or license you earn in your state. Pick your state below.
HOW STATES DIFFER
Most states use the IC&RC path — 8 run their own
In most states, the addiction-counselor credential that qualifies you as a DOT SAP is issued through an IC&RC member board — the standard route. But 8 states run a state-agency / NAADAC-based credential instead. Those still qualify for DOT, because the counselor path accepts the NAADAC exam — you just earn the credential through a state agency rather than an IC&RC affiliate. (For example, New York's CASAC is issued by OASAS, the state's addiction-services agency.)
